To ask the Secretary to the Treasury whether he can state on what grounds a loan has been refused to the Boyle Town Commissioners for the completion of their scheme for the erection of cottages under the Housing of the Working Classes Acts; and whether, in computing the total borrowing power of the Town Commissioners, regard was had to the incidence of the town rate and of the county council rat e as affecting houses and lands.
