To ask the First Lord of the Treasury, in view of the fact that the Government has determined to ask a mandate from the electorate at the ensuing general election to oppose any proposal to impose an import duty on raw material, whether they have came to a like determination with reference to a protective or preferential tax upon food.

(Answered by Mr. A. J. Balfour.) There seems to be no reason why it should be more obligatory upon the Government than upon the Opposition to indicate the substance of the addresses which, when a Dissolution comes, they will present to their constituents.
