HC Deb 14 July 1904 vol 138 c26
MR. BAYLEY (Derbyshire, Chesterfield)

To ask the Under-Secretary of State for Foreign Affairs if he will lay upon the Table of the House a copy of the judgment recently delivered in Pemba by Assistant Judge Skinner Turner, who held the inquiry into the appeal of the freed slave Mshangama against the judgment of Mr. J. P. Farler; and will he say whether the evidence taken on the appeal was taken on oath.

(Answered by Earl Percy.) A copy of the judgment has appeared in the Press (see African Standard, Saturday, 18th June), and it, therefore, seems unnecessary to incur the expense of publication for Parliament. Presumably the evidence referred to was taken on oath, but if the hon. Member can supply me with any reasons for supposing the contrary there will be no objection to ascertaining the facts.
