To ask the President of the Local Government Board whether that Board has had occasion to consider whether or no the chairman of an urban district council, elected from outside the council, has an original as well as a casting vote; and what conclusion the Local Government Board has come to thereon.

(Answered by Mr. Walter Long.) The Question has been considered on several occasions, and the view taken by the Department has been that in the circumstances mentioned the chairman of an urban district council has an original as well as a casting vote.
