To ask the Postmaster-General whether he will explain why it is proposed to curtail the opportunities at present given to telegraphists to obtain appointments in the engineering department by recruiting the office staffs in this section from boy copyists.

(Answered by Lord Stanley.) The question of the manner in which the staff of the engineer's offices shall be recruited is under consideration. I am not prepared to say at present what proposals will be made.
