I beg to ask the President of the Board of Trade whether, having regard to the fact that the Permanent Commission established under the Brussels Sugar Convention has decided that the limitation of the surtax laid down in Article III. of the Convention does not apply to sugared products, any effort is being made by the Government to alter this decision or to make arrangements with the individual cosignatory Powers to secure a reduction of † See (4) Debates, cxxix, 733. their tariffs in favour of British-made sugared products.

Questions affecting the position of sugared products will be considered at the next meeting of the Permanent Commission in March, and. pending the result of that discussion, I think it would be inexpedient to make any statement on the subject.
