I beg to ask the Under-Secretary of State for Foreign Affairs if he will state whether the Chinese Envoy who left Pekin in December, 1902, on a mission to Lhassa, for the purpose of arranging with the Thibetans a solution of the questions which the British Commissioner has been charged to discuss, has yet reached his destination; and, if not, will he consider the expediency of communicating with the Chinese Government with a view to ascertain the cause of the delay.

We have no information of the arrival of the Chinese Envoy at Lhassa, but, having regard to the instructions which the Chinese Minister stated in his note of 23rd November had been given, it is not proposed to make a furthur communication to the Chinese Government at present.
