MR. JOHN BURNS (Battersea)

said he did not wish to prevent the Bill going upstairs to a Committee but he wished to enter a protest against the Bill on the ground that it contained a principle that would be prejudicial, not only to private enterprise but to municipal undertakings, if carried into effect. The Bill sought to incorporate, against its will, the London County Council as a party to this Trust, and for reasons which might subsequently develop he now entered his protest. Still he believed the common sense of a Committee of the House of Commons would put upon the measure the stamp of disapproval which it deserved.

Bill read a second time and committed.
