MR. BROADHURST (Leicester)

To ask the Secretary of State for the Colonies whether his attention has been called to a printed circular, without date, signature, or printer's name, sent by post to Members of Parliament containing the substance of Despatches Nos. 91 and 92 from Lord Milner to the Colonial Secretary, the delivery being made a day or two before the issue of the Blue-book containing these despatches to this House; and, if so, whether he will make inquiries into the means by which the despatches were intercepted and copied by unknown persons.

(Answered by Mr. Secretary Lyttelton.) I have no information on this subject, but I will make inquiries and shall be much assisted in doing so if the hon. Member can supply me with a copy of the circular to which he refers.
