HC Deb 16 February 1904 vol 129 c1475
MR. FIELD (Dublin, St. Patrick)

To ask the President of the Board of Trade whether, in view of the results of the cotton corner, he will consider the advisability of introducing a measure to amend the Gaming Act of 1892, so as to prohibit what is termed bear selling and render illegal fictitious contracts in options, futures, and warrants, and making the differences irrecoverable at law.

(Answered by Mr. Gerald Balfour.) I am not prepared to recommend legislation on this subject.
