§ * MR. ARNOLD-FORSTERI am afraid that it is not possible to say when the issue of these medals and clasps will be completed. Medal rolls are still coming in and there are several more to come, great difficulty being experienced in some cases in finding officers who can prepare and certify rolls. I do not think in this case there has been any undue or unavoidable delay.
