BUCHANANI beg to ask the Secretary of State for the Colonies whether he has now received a reply to his communication to Lord Milner as to the method of the proposed recruitment of labour in China, by whom it is to be carried on, and what security there is to be that labourers before they leave China will be fully informed of the terms and restrictions of their contract.
