I beg to ask the Under-Secretary of State for Foreign Affairs whether, in the interests of British trade, His Majesty's Government are taking step with a view of securing an arrangement between the Powers for the neutralisation of the Chinese treaty port of Niuchwang during the Russo-Japanese war.

No, Sir. His Majesty's Government do not consider that it would be practicable to secure the neutralisation of any territory in the actual occupation of one of the belligerents.
