I beg to ask the First Lord of the Treasury why he has not introduced legislation, as stated by him to the House of Commons on the 19th February, 1903, to meet cases of fraud similar to that of Whittaker Wright; and whether, having regard to the conviction of Whittaker Wright, under the provisions of the sections of the Criminal Law Consolidation Acts referred to by the Judge in passing sentence on him, he still proposes to introduce such legislation.
