LABOUCHERE (Northampton)I beg to ask the Secretary of State for the Colonies whether there are any official documents explaining the arrangement which was entered into between the late Secretary of State for the Colonies and certain capitalists regarding the pledge of the latter to subscribe £10,000,000 sterling of the issue of a Transvaal loan of £30,000,000, one third of which was to be issued during the present month; and, if so, whether he will lay them upon the Table.
