moved to omit from the first sub-section the words "with the consent of the Admiralty, the Army Council, and the Board of Trade."

I agree.

MR. GIBSON BOWLES (Lynn Regis)

hoped the right hon. Gentleman would not agree to the Amendment, as by so doing he would deprive the issue of licences of a very important security.

LORD STANLEY

said he had consulted the Departments concerned and they were prepared to agree to the Amendment, on the understanding that he himself would grant the licences. He would, of course, communicate with the Departments interested in every case in which there was any doubt.

Question put, and negatived.

MR. LOUGH

congratulated the Postmaster-General on securing the passage of this very troublesome Bill. The blandishments of the noble Lord had been so great that he had obtained the insertion of long and intricate Amendments and the measure was a monument to his Parliamentary ability.
