To ask the Postmaster-General whether he will consider the matter dur- ing the recess of discontinuing the practice of employing on reliefs persons other than those who entered the postal service as Civil servants, so long as the latter can be found qualified, and either receiving no pay at all or receiving only half-pay.

(Answered by Lord Stanley.) It is not clear to what reliefs the hon. Member refers. If he will give me further particulars I will make inquiry.
