MR. BUZNICE (Aberdeen, S.)

To ask the Under-Secretary of State for Foreign Affairs whether he can give any further information to the House regarding the troubles in the neighbourhood of Van, Bitlis, and Barjazid, and the Kurdist outrages reported from that region; and whether it is intended to lay before Parliament Papers regarding the condition of the Armenian provinces.

(Answered by Earl Perry.) His Majesty's Consular Officers in the district of Sassun have reported that the measures taken by the Turkish authorities at the end of June have produced a material improvement in the condition of affairs. The refugees have been reinstated in their homes under the supervision of a Commission, of which Armenian notables form an element. Food has been supplied to them, their cattle is being restored, and their houses rebuilt. The alleged participation of the Kurds in the recent disturbances has not been substantiated, and the orders issued by the authorities were undoubtedly intended to prevent it. Public inquiries have been held in nine cases. Forty appeals have been received

incursions on the part of revolutionary bands across the Turco-Persian frontier, involving encounters with the Turkish Regulars. The general condition of the Asiatic vilayets appears to be normal, but there is no objection to laying the Papers which relate to the special incidents referred to in the Question.
