To ask the Secretary to the Board of Education whether he is aware that more than 3,000 lives are lost on an average annually in England and Wales by drowning; and whether he will, when considering the new regulations for evening schools, technical institutions, and science and art classes, make some provision for encouraging instruction in swimming and life-saving.

(Answered by Sir William Anson.) In administering their regulations for evening schools, the Board recognise these subjects, and grants are payable for courses of instruction which comprise treatment of persons apparently drowned. The importance of the matter will not be overlooked.
