MR. WEIR (Ross and Cromarty)

To ask the Secretary of State for India whether he is aware that Mr. Commissioner Clifford recently sentenced a native of India at Dibrugarh, Assam, to two years rigorous imprisonment and three months solitary confinement for being found drunk in a house into which he had trespassed; and will he order some inquiry with a view to a remission of part of the sentence.

(Answered by Mr. Secretary Brodrick.) I have no information regarding the case referred to in the Question. If the facts were as stated it was open to the accused to appeal to the Sessions or High Court, and the case might also have been represented to the Chief Commissioner and the Government of India. I have no reason to suppose that any of these authorities would have refused any relief that was proper in the circumstances, and I do not propose to order an inquiry.
