BALFOURMy right hon. friend the President of the Board. of Trade and I have come to the conclusion that it would not be advisable to ask the House to carry over the Port of London Bill to next session. I do not know that it is necessary again to express my regret that it should have been necessary to drop this Bill; if it be necessary I hereby perform that duty a second time.
