I beg to ask the First Lord of the Treasury why the flogging of men with the cat-o'-nine-tails, and of boys and youths under eighteen with birches, weighing nine ounces, and canes, is still allowable and practised in the Navy, although the system has been long abolished in the Army; and whether any steps will be taken for the abolition of flogging in the senior branch of the King's service.

said there was no flogging of men in the Navy, and it was not proposed to abolish the bitching and caning of boys. There was consequently no intention to take any such steps as were suggested by the hon. Member.
