I beg to ask the Chief Secretary to the Load-Lieutenant of Ireland if all correspondence from the heads of departments in the Irish Government is now to be addressed to the Chief Secretary's Office in Dublin; and, if so, if he will state the reasons for this change in the regulations; and if all communications so addressed are opened by the Under-Secretary.
