SIR CHARLES DILKE (Gloucestershire, Forest of Dean)

To ask the First Lord of the Treasury if he can say when and how it is proposed that a decision should be come to on the proposed Army scheme, allowing of the commencement of enlistment of recruits for the infantry of the Line on the new conditions of service; and also when and how a decision is to be taken by the House or country putting an end to the existing uncertainty with regard to the future of the Militia.

(Answered by Mr. A. J. Balfour.) The Estimate for the War Office, if agreed to, seems to afford an adequate basis for any changes, not requiring legislation, which may be announced as in contemplation. As regards the second part of the Question, it would be desirable to wait until the second debate has taken place on the Secretary of State's scheme.
