I beg to ask the Secretary of State for the Colonies whether he can now lay Papers upon the Table giving the communications which have passed between himself and the High Commissioner, and the High Commissioner and the owners of the Witwatersrand Gold Mines, respecting the grievous mortality of the Kaffirs working in the mines, and also the promised Returns of such mortality.

I shall be in a position to lay Papers very shortly. I am waiting for a report by Sir G. Lagden, which I expect to receive by the next mail.

Will the Papers include the one promised as to the mortality among the thousand labourers brought from Central Africa?
