I beg to ask the Under-Secretary of State for Foreign Affairs whether he is aware that Mr. Alidina Visram, the leading British Indian merchant in Uganda, has been stopped by the officials of the Congo Free State from exporting a consignment of goods which he had purchased in that State; and, seeing that such action is a violation of the provisions of the Berlin General Act requiring freedom of trade in the Congo Free State, what steps the Government propose to take in the matter.
