Mr. AUSTIN TAYLOR, Member for the East Toxteth Division of Liverpool, rose in his place, and asked leave to move the Adjournment of the House for the purpose of discussing a definite matter of urgent public importance, viz., "the composition of, and the scope of the reference to, the Royal Commission appointed to investigate Ecclesiastical Disorders in the Church of England," but the pleasure of the House not having been signified, Mr. Speaker called on those Members who supported the Motion to rise in their places, and not less than forty Members having accordingly risen—

As a point of order, asked whether it was possible for the hon. Member to make his Motion, inasmuch as this was an appointment by the Crown.
