To ask the Secretary of State for the Colonies if any provision has been inserted in the regulations controlling the recruiting of Chinese coolies for the Transvaal which will ensure the payment of wages not less than are now paid to South African natives.

(Answered by Mr. Secretary Lyttelton.) The object of the introduction of Chinese labour is to supplement the present deficiency of Kaffir labourers and not to lower by competition the wages paid to them. I am in communication with Lord Milner as to the precise method of securing the end in view.
