I beg to ask the Secretary of State for the Colonies whether either under the Commission under the Great Seal or the instructions under the Royal Sign Manual issued to the High Commissioner and Governor of the Transvaal, there is the usual clause directing him not to assent in the King's name to any Ordinance whereby persons not of European birth or descent may be subjected or made liable to any disabilities or restrictions to which persons of European birth or descent are not also subjected or made liable; and, if not, why and when this clause was omitted from the instructions.
