MR. MANSFIELD (Lincolnshire, Spalding)

I beg to ask the Secretary to the Board of Education, whether, in view of the fact that within the areas of some education authorities, which will be obliged to ask for loans towards their first year's working expenses, there are voluntary school associations and voluntary school managers with credit balances in hand which have been derived from Government grants, the Board of Education will make an order that these balances shall be handed over to the local authorities for the purposes for which the education rate will be levied.
