I beg to ask the Secretary of State for the Home Department whether he will instruct the constables of the Metropolitan Police to report the cases of breach of the Intoxicating Liquors (Sale to Children) Act which come to their notice to the Commissioner, with a view to prosecution.

There are standing instructions to this effect and they are complied with. But it does not follow that proceedings can always be instituted. My right hon. friend stated the other day that the police had had before them no recent cases of breach of this Act which they could take up, and the particular case in October last, which, I understand, the hon. Member has in mind, was one in which it was not possible to take proceedings.
