§ "That it is expedient to authorise the payment, out of moneys to be provided by Parliament, of all sums payable by the Postmaster-General under any Act of the present session to enable His Majesty's Postmaster-General to acquire lands in London and Bristol for the public service, and of all expenses incurred in carrying into effect the provisions of such Act."
