had on the Paper the following Question: To ask the Under Secretary of State for Foreign Affairs whether His Majesty's Government are yet in a position to make any statement with regard to the arrest by the authorities of the Congo State of Herr Rabinek, a passenger on board the British steamer "Scotia." On being called, upon to put it, the right hon. Baronet said the Papers had been circulated that morning, but could the noble Lord say whether the Government had written any despatch upon them?
