MR. LOUGH (Islington, W.)

I beg to ask the First Lord of the Treasury whether he can inform the House, on the Report stage of the Shipbuilding Vote, what is the policy of the Government which has led to the increase in the amount of that Vote and of the total Naval Estimates this year.

I gather that there was an explanation of that policy on the Vote last Thursday. I cannot promise a further debate on the later stage of the debate, even if such a stage should come up.

Is the right hon. Gentleman aware that the Secretary to the Admiralty stated that he could not enter into the question of policy.

I heard the speech of my hon. friend, and I think he entered at great length into the policy.
