I beg to ask the Secretary to the Board of Education if he can say what is the position of the scheme adopted by the Newport County Council on 14th April last.

The Board of Education have received three schemes from the Newport County Council, on 13th February, on 13th March, and on 17th April. These schemes differ widely in character, and indicate the existence in the borough of two bodies of opinion, somewhat evenly balanced, and very difficult to reconcile. The Board think that the circumstances of the case may make it desirable to hold a public inquiry under Section 23 (10) of the Education Act.
