I beg to ask the Civil Lord of the Admiralty whether, in connection with the proposed Naval base north of the Forth, it is intended to acquire sufficient land for the erection of dwellings for the officers and workpeople; and whether the opportunity can be taken to build the new town on scientific principles according to the plans, in Mr. Howard's work on Garden Cities.

Until the Naval Establishments at Rosyth are laid out, it is not possible to say how much land will be available for residential dwellings. The suggestion contained in the latter part of the Question will then be considered.
