I beg to ask the President of the Board of Trade, when do His Majesty's Government propose to introduce the necessary measures for the alterations in the fiscal system of this country, to which they are pledged by the Brussels Sugar Convention, and especially for imposing the extra charge on the public revenue required by Article VII. of that Convention; and in what shape do they intend to propose the measures in question.

A Bill will be introduced during the present session, but I am not prepared to name a date at present or to state beforehand what form the Bill will take.
