MR. HANBURY

This Bill requires very little explanation. It is intended to remedy what is undoubtedly a defect in the Diseases of Animals Act. Under the existing law the County Council, who are the local authority, only have to order dipping in two cases—namely, when the disease of sheep scab has actually broken out, or as a condition precedent to moving. What is desired is that the local authority shall have power to order dipping apart from either of those conditions, and it is simply to invest them with that power that the Bill is introduced.
