I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether his attention has yet been called to the evidence of Acting Sergeant Hourihane, at Charleville Petty Sessions, on the 2nd instant, as to the allegation that he was unsuccessful in a number of prosecutions under the Licensing Act at Knocknagree in August and September, 1902; and whether, seeing that five licensing prosecutions initiated by this policeman were dismissed at the Knocknagree Petty-Sessions Court, the Constabulary authorities will take steps to inquire into the conduct of this constable.

Five prosecutions instituted by this sergeant under the Licensing Acts were dismissed at petty sessions. But the fact in no way reflects upon the sergeant.

In reply to a further Question the right hon. Gentleman said he thought the sergeant acted in good faith, and that he had no reason to believe that his zeal outran his discretion.
