SIR HOWARD VINCENT (Sheffield, Central)

To ask the Secretary of State for War if he is yet in a position to state the names of the members of the Royal Commission to inquire into the conditions of service of the officers, non-commissioned officers, and men of the Militia and Volunteer forces; the reasons for the present shortage, and how a great number of officers and recruits may be attracted thereto; the terms of reference; and when the Commission will enter upon its labours.
