I beg to ask the Lord Advocate if the Secretary for Scotland will consider the expediency of introducing legislation at an early date to render the penalties for illegal trawling of a more deterrent nature than at present.

The Secretary for Scotland does not at present contemplate legislation on the lines suggested by the hon. Member, but he will be glad to give fair consideration to any Bill which the hon. Member will himself suggest.
