AUSTEN CHAMBERLAINSuch a return could not be prepared without a considerable amount of trouble, which would not, 1 think, be justified by the results obtained, but I may say at once that it is the settled practice of the department to secure, wherever possible, unlicensed premises for the transaction of postal business.
