To ask the Secretary of State for the Home Department whether he will consider the advisability of issuing directions to the clerks to licensing justices to advise the justices not to appear as respondents at quarter sessions in appeals against the refusals of licences where renewals have been withheld on grounds other than those connected with the conduct of the licenceholders, in order that the costs of the respondents in such cases should not fall upon the rates.
