§ MR. A. J. BALFOURI am not in a position at present to do move than answer the first part of my hon. friend's Question. The form of the inquiry will be by Royal Commission. The constitution of the Royal Commission and the terms of the reference to it I will communicate to my hon. friend and the House as soon as I am able to do so.
