To ask the Under Secretary of State for Foreign Affairs, can he state the date fixed in the Commercial Convention between the United States and Cuba for the ratification of that Convention?

(Answered by Lord Cranborne.) By the terms of the Convention itself the ratifications were to be exchanged as soon "as might be before the 31st of January last. On the 26th of that month, however a protocol was signed extending the time for ratification. I am not aware what date (if any) was fixed by that instrument.
