MR. WEIR (Ross and Cromarty)

moved the Second Reading of this Bill. He said he would be able to show that ratepayers in Scotland, and especially in the Highlands, whose rentals did not exceed £4 per annum, had a very serious grievance in this matter.

Second Reading deferred till Wednesday next.
