I beg to ask the Secretary of State for the Home Department whether he can take steps, in the Finance Bill or otherwise, to define the term internal communication occurring in Section 10 (1) of the Licensing Act, 1902, so that it shall not apply to the self-contained premises of wine and spirit merchants holding oil-licences and located in buildings in which other traders are carrying on their respective trades or business.

I have the point under consideration and am communicating with the Inland Revenue authorities, who, I understand, have interpreted the words of the statute in a sense which, whether right or wrong, does not, I believe, represent the intention of Parliament when passing the provision in question.
