MR. SWIFT MACNEILL (Donegal, S.)

I beg to ask the Secretary of State for the Colonies whether he is aware that Dr. Beckman, who hag been appointed head of a school for higher education at Pretoria, which was carried on successfully before the war under the Boer Government and which it is intended to re-open under Boer patronage, has been refused a permit to return to Pretoria, although he had never taken part in politics; whether the permit to return to Pretoria has yet been granted to Beckman; and, if so, what was the interval between his first application to return to Pretoria and the granting of his request by Lord Milner.
