RICHARDS (Finsbury, E.)To ask the Secretary of State for War what steps he proposes to take to prevent the repetition of civilians being tried by so-called Court-martials; and if any General Orders are to be issued by him, or by his authority, to prevent any further ill-treatment of unpopular officers or civilians by commissioned officers in His Majesty's Army.
