I beg to ask the Under-Secretary of State for Foreign Affairs if he will explain why the appointment to the office of Vice-Consul which has recently been made at St. Gall, Switzerland, has been given to a foreigner, in view of the fact that British residents with large business interests there were passed over.

The Secretary of State was advised that there was no suitable British subject at St. Gall who could be recommended for the appointment of Vice-Consul. He therefore sanctioned the appointment of a Swiss gentleman, whose business is chiefly connected with this country.
